Dr Chhabilendra Roul, an officer of the Indian Administrative Service, is a former Secretary to the Government of India. Over 35 years in the civil services he dealt with multifarious subjects crucial to public economic management and welfare. He has also authored two books: Bitter to Better Harvest: Post Green Revolution Agricultural and Marketing Strategy for India (2001) and The International Jute Commodity System (2009). Presently, he is serving as Administrative Member in the Principal Bench of Central Administrative Tribunal (CAT) at Delhi.

Dr Roul has been a devotee of Guruji since his time in Jalandhar, Punjab.
